These are documents that play an important role in Internet communication--they establish, propose, or discuss technical features or important issues. Frequently, they document important technological developments; other series provide good information for users to find out about the Internet and its resources.
The Internet has grown from the collaborative efforts of people over several decades; the documents for sharing information and passing along and discussing standards are located within Network Information Centers (NICs). NICs are the repositories for several kinds of documents that play a role in describing what the Internet is and how it works.

Searching by subject is one of the main ways that you might try to locate information on the Internet. Subject libraries are among the oldest kinds of repositories for information on the Internet.
