Edwards does a good job of documenting public clamoring for the government to provide effective defense against foreign nuclear attack in the 1950s. One result was considerable political maneuvering and employment of civilian volunteer-staffed observation posts and other ineffective but cheap and rhetorically effective public defense measures. ^
